Prof. Dr. Dennis-Kenji Kipker will be joining reuschlaw’s Berlin office as of counsel effective immediately.

This renowned expert in IT security law will support the Digital Business Unit (DBU), a boutique department which specializes in providing advice in liability law for companies in the industrial, high-tech and commercial sectors. Dr. Kipker’s focus is on questions of cybersecurity compliance. Headed by Salary Partner Stefan Hessel, reuschlaw’s DBU advises companies and public agencies in complex legal questions in the fields of data protection, cybersecurity and IT law.
Dennis-Kenji Kipker is a Professor in IT security law at Bremen’s City University of Applied Sciences and a visiting professor at the Riga Graduate School of Law in Latvia, a private institution established by the Soros Foundation, where he conducts research in subjects at the intersection of law and technology, in cybersecurity, in data protection and in digital resilience in the context of global crises, with a particular focus on Chinese IT law. He also works as a legal advisor for VDE and CERT@VDE in addition to his work in the policy area as a board member of the European Academy for Freedom of Information and Data Protection (EAID) in Berlin, which concerns the future of IT regulation in Germany and the EU. In these functions, he works to develop and implement pragmatic solutions for digital compliance and IT strategy planning, and in the course of this work he is routinely asked to provide advice and expert opinions for various German and European institutions, including German Federal Ministries and the European Commission. As a publicist and author, Kipker regularly writes as a guest columnist for various media on the subjects of security, digital resilience, geopolitical IT strategy and digital rights, including a monthly “data column” for the Weser-Kurier, a Bremen newspaper, and “Perspectives,” an IT column appearing in the Berlin daily Berliner Tagesspiegel. As of 2022, Kipker heads the “Digitization” working group in the Presidium of the German Informatics Society.
Philipp Reusch commented as follows: “I am extraordinarily pleased that we have been able to add Dennis-Kenji Kipker as of counsel for our Digital Business Unit. Experts of his calibre, with such extensive experience, are few and far between. Professor Kipker shares our passion for providing advice at the intersection between law and technology. He will serve not only as a sparring partner but as a key driver for our Digital Business Unit.”
